Will restraining the people from bringing their substance to honour God in His not be restraining them from getting constantly and continually blessed? Certainly it will.

In as much as life still continues and The Lord Who commanded them to "occupy till I come" tarries at His coming, God's people got a life to live. A life to live in holiness and righteousness with God The Most High to serve in same holiness and righteousness. Luke 1:74 - 75. To succeed at doing these things all the days of their lives, God's people need a continual flow of God's blessing that makes rich into their barns and garners. 

And for His blessings to keep flowing non stop, they must engage the the law of "seed time and harvest" by continually giving of their substance to honour God at vertical level and ministering same to their fellow men at horizontal level. Genesis 8:22

And to make this His yoke easy as He said in His word, giving to God is not in a format of compulsory levy, but rather according to their capacity, willingness and as each of them purpose in his or her heart.

Then in all certainty, God true to His nature and Character of faithfulness abundantly rewards His people back in multiple folds of good measure, pressed down and shaken together.

Therefore for His people to keep enjoying continuous flow of these bounties of His abundant blessings that makes rich and add no sorrow to it, nothing and nobody should restrain them to bringing and bringing to His house to honour Him.
